Russell Ranch Road Project
Planning Area C is located on Russell Ranch Road and recently was the subject of a ballot measure put forward by Lowes Home Improvement to build a large retail center. That measure was defeated by the voters at the November 7, 2006 Election. Planning Area C is a 21.5 acre parcel that is currently entitled by the Westlake North Specific Plan for 376,000 square feet of office and accessory commercial uses. The land was recently purchased by Opus Corporation, a nationwide real estate development company. Opus Corporation developed the Farmers Insurance and Bank of America Buildings along Agoura Road, across from City Hall in 2003.
