Express Solar Permits

The Westlake Village Planning Department and Los Angeles County Building and Safety have implemented Express Solar Roof Mount Residential permits for qualifying roof mounted solar photovoltaic systems and energy storage systems as required by Senate Bill 379.

A project must meet the following criteria to qualify for an express permit:

• Is roof mounted on a single-family residential structure
• Does not exceed 38.4 kW
• Does not include a reroof (other than limited like-for-like replacement as necessary to install the system)
• Does not include main electrical panel changeout

Systems meeting these criteria can be issued an express permit online through the EPIC-LA system. A Zoning Clearance is not required.

Systems not meeting these criteria must first obtain a Zoning Clearance, then apply for a permit online using the BSOP system.
