Planning Application Fees
Traffic Signalization Fee
New development is required to pay a traffic signalization fee of $7.50 per net new daily trip. Daily trip calculations are based on the trip generation rates provided in Westlake Village Municipal Code Section 7.2.010.
Traffic Impact Fee
New development is required to pay a traffic impact fee of $2,878 per net new PM peak hour trip. Peak hour trip calculations are based on the most recent trip generation rates published by the Institute of Transportation Engineers (ITE).

Specific Plan Cost Recovery Fee
New development within the North Business Park Specific Plan is charged a fee to recover the cost to the City to prepare, adopt, and administer the specific plan and related Environmental Impact Report. Effective July 1, 2022, the fees are $1,509.63 per dwelling unit (not applicable to deed-restricted affordable units) and $1,027.50 per 1,000 square feet of new building area (prorated for portions less than 1,000 square feet). Fees are subject to an annual 2% increase on July 1 of each year.

Art in Public Places
Non-residential development projects with a valuation of $100,000 or more are required to include public art as part of their project or pay an in-lieu fee. Developers may elect to 1) install artwork in their project valued at 1% of the project valuation, 2) pay an in-lieu fee equal to 1.25% of the project valuation, or 3) donate artwork to the City valued at 1% of the project valuation. If the installed or donated artwork is valued at less than 1% of the project valuation, the developer may pay an in-lieu fee to equal 1% total.
