Small Business Grant Program
Program Update
The application period for the Small Business Grant Program has closed. The City received applications from 19 Westlake Village businesses representing a wide variety of business types. Unfortunately, funding is only available for 9 grants. As such, a lottery was conducted to randomly select 9 businesses to move forward in the application process. If any of those 9 business do not qualify or otherwise do not move forward in the application process, additional businesses will be selected by lottery to move forward.
Program Information
The City of Westlake Village Small Business Grant Program offers grants up to $10,000 to local businesses that have been economically impacted by the COVID-19 pandemic. The program is administered in partnership with the Los Angeles County Development Authority (LACDA) and funded by the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program.
Eligible Businesses
The following types of businesses are eligible to apply:
- Restaurants, coffee shops, bakeries, cafes, and gastropubs
- Salons, barber shops, day spas, and similar grooming businesses
- Gyms and fitness studios
- Retail stores
Businesses must meet all of the following criteria:
- Must be located in the City of Westlake Village and have been continuously operating in Westlake Village for at least two years
- Please note that businesses in the Westlake area of Thousand Oaks are not eligible (even if you have a Westlake Village mailing address)
- Find out if you are located in the City of Westlake Village
- Must have at least one employee of low- or moderate-income
- Must have less than 500 employees
- Must have an active Los Angeles County business license, if applicable
- Must not have any outstanding code violations or enforcement actions
Certain types of businesses are not eligible to participate in the grant program. These include but are not limited to:
- Corporate-owned national chain businesses (local franchises are eligible)
- Nonprofit organizations
- Private clubs and businesses that limit membership

Use of Grant Funds
Grant funds can be used for operational business expenses including:
- Employee payroll
- Working capital to continue operations
- Payment of outstanding business expenses
- Adaptive practices needed to remain open (e.g., equipment and supplies for physical distancing)
How to Participate
The application period closed on March 4, 2022. A lottery was conducted and selected businesses are required to complete a full application. LACDA will work with the selected businesses on behalf of the City of Westlake Village to complete the application, execute an agreement, and provide grant funds directly to the business owners.
